How did the delegates to the Constitutional Convention resolve tensions between large and small states?

    By giving all states two senators and by basing their number of Representatives on their population.

    they put into place 2 different represenative systems...1 based on population (the House of Representatives) and the other (the Senate) based on each state having an equal voice regardless of it's size. That's why there are 2 Senators from each State.

    Congress is divided into the House with representation proportionate to population (favoring large states) and the Senate with equal representation for all states (favoring small states).
