1. absorb 2 neutorns each in hydrogen atoms.
2. absorb 1 or more neutron each in oxygen atoms.
3. dissolve a radioactive element or compound.
or
4. carry a radioactive substance in suspension.

Microwave radiation from a microwave oven does not have enough energy to stimulate a nuclear reaction. and cause radioactivity.

    No, microwave radiation is different from the type of radiation you're talking about.

    I imagine radioactive water is water with radioactive elements or isotopes of elements in it. These elements are unstable and decay. In the decay process they emit ionizing radioactive particles such as alpha particles, gamma particles and beta particles.
