Help with MEDICARE, SOCIAL SECURITY question, please?

Is MEDICARE approved by SOCIAL SECURITY ADMINISTRATION?

In other words, who decides who gets MEDICARE?

And which government agency handles MEDICARE?

Question might seem to repeat itself but I just want to be sure.

    The CMS (Centers for Medicare & Medicaid Services) manages it and here's their website:

    The CMS has an outline of who qualifies which in a nutshell is currently:

    * people age 65 or older,

    * people under age 65 with certain disabilities, and

    * people of all ages with End-Stage Renal Disease (permanent kidney failure requiring dialysis or a kidney transplant).

    CMS administers Medicare but it is Social Security that funds it and determines eligibility. CMS is part of Health and Human Services. Social Secuity became its own agency (not part of HHS) some time ago.
