Love children, play with them, teach them. Read to them (which is teaching them). They learn by imitation. Make some "ba ba or da da" sounds. Or if a baby did that, repeat it.

Give them colorful toys that are safe. Black & white toys or books are good as well. Rattles are good.

Smile a lot. Kiss & hug a lot. Praise them a lot.

Love them and be affectionate, such as stroking their face. Read to them every night. And when they get older and in the difficult years ask this question to see if it's time to come down hard: "If this is the worst they ever do will it be all right?"
