as a swedish(EU)citizen wants to live in UK, do i have the right to british pass?if so,how long should i wait?

You are allowed to live and work in the UK but you can not apply for British citizenship until you have lived there for 5 years.

Do you mean - As a swedish citizen, do you have the right to UK citizenship as well?
If one of your parents is a british citizen, you can get a passport by sending in the form, along with your birth certificate, and your UK parent's birth certificate.
Other than that, no. You can go live in the UK, and be naturalized as a UK citizen after 5 years of residence in the UK. After that, you can apply for a UK passport

I think you can move there, then start emigration... but You won't be able to get a U.K Passport untill you've lived there 5 years but you can get U.K Citizenship as soon as you've moved there i.e The right to live, work & pay tax as well as use school's there
