went to a kids party saw a lady i liked and went over to chat with her, and got her number. do you think i was out of line? and will she hold that against me later

As long as you did it in a way that wasn't overtly sexual, or in any way uncomfortable for the kids, it is perfectly okay to let a girl know you fancy her and ask to see her again.
