Get a good U lock and a cable lock.

U-locks work the best in terms of not being able to be cut through. Almost any cable lock or chain lock can be cut pretty easily via lock cutters. U-locks can be beat too but it will take more time.

I use a cable lock because I don't have to leave my bike alone for hours at a time and when I do it's always in high-traffic areas.

Think about where you want to lock your bike up and if you are leaving it alone where noone will see it then you will want to use U-locks. If it'll be visible by other people then a cable lock may work for your needs.

Safety ratings don't really mean anything. Ranking bike locks, it's cable lock < chain lock < U-lock. If you can, invest in a U-lock to minimize your chances of theft.
