limited access, restricted access?

what is the difference between limited access and restricted access? This would be to transfer into a university's degree program.

    Limited access means that you usually have to talk to someone about doing whatever it is that you want to do.

    Restricted access means that you are not allowed to do it.

    For example, say you want to take a course and it says restricted access. This mean you are not allowed to take the course unless you are majoring in it.

    If it says limited access then you're allowed to take it but you have to discuss it with the professor first.
