This is easy to work out, because you can just enumerate them:

    1, 4, 9, 16, 25, 36, 49, 64, 81

There are 9 of them, and 5 are odd. Hence, 5/9. Or 5/10 if you count 0 as a perfect square.

However, because they alternate odd and even, you should have been able to work out by pure idle thought alone that the answer was going to be very close to, or exactly, one half.

Well the perfect squares less than 100 are:

    1, 4, 9, 16, 25, 36, 49, 64, 81, 100 = 10 numbers

    1, 9, 25, 49, 81 are odd

that is 5 out of 10 which can be simplified to 1/2

    0, 1, 4, 9, 16, 25, 36, 49, 64, 81

These are all perfect squares below 100. Since there are 10 of them and 5 are odd numbers, the fraction is 5/10, reduced to 1/2.
