    Secretary Of Veterans Affairs: Senator Arlen Specter (R) from Pennslyvania.

    Secretary Of Labor: Senator Olympia Snowe (R) from Maine


    1. Reaching out to Republicans.

    2. Democratic governors would appoint Democratic Senators to fill the open seats.

    3. These are moderate Republicans with good records of achievement.
