If I read your transscription right, it's
" Ugh, the Palatinians, that blackguard(ish) rabble!"
It's in a German dialect of the Southwest or Eastern France, I grew up in the area, so I know. The Palatine is a region there, and its inhabitants are not much liked by their neighbours. I don't know why, they are perfectly nice people.

I think it's German and means "oh the palzer lumbechores"
At least it sounded and looked German to me.
Sorry I have no clue what a palzer lumbechores is.
