obama claims his tax plan will give tax cuts to 95% of the people, but 40% of the people don't pay taxes?

So how is this possible? Does he plan to give tax money to non-payers so they will be paying less? Is this part of his plan to redistribute the wealth?

Update:

40% of working people don't pay income taxes. They don't make enough. They get all their taxes refunded at the end of the year. Pretty much anyone working for minimum wage fits into this category.

    Yes, they said on the news that people who don't pay taxes would get something like $500 or $1000, depending on whether they are single of families to "help them."

    The idea is to invest in the people. Obama is asking the elite wealthy of the country who has been so good to them to contribute just a bit more 5% not as a punishment but a patriotic act.Obama proposals or plan is to invest in the people by redistributing a small portion of wealth to the youth the future of america. Investing in education, infrastructure, science and technology. Investing in small business creation leveling the playing field. Simply making small farmers capable of competing in the food markets. Obama's plan will create a whole new renaissance in america.

    The people that don't pay still file a return at the end of the year and they will just receive a tax refund even though they have not paid any.

    Where is the proof that 40% of income earners don't pay federal income tax?

    Everyone who earns income has a tax rate applied to their earnings. the Lowest being 10%.

  • I think he meant 95% of the 60% that pay taxes and the other 5% will have to give their profits away so next year he can include them too.

    You could be correct... The "Earned Income Tax Credit" does exactly that... so just expand that program with higher payouts to more people...

    This is so darn obvious, I can't believe you have to ask. In order to cut someone's taxes they have to be paying taxes. Therefore the "cut taxes for 95% of the people" is clearing referring to tax paying people." Duh. It has nothing to do with the portion of the population that are either too old, too young, too disabled, or too poor to pay taxes.

    That's not true. I don't know where you got that figure from....oh yeah you got it from McCain.

    Everyone pays taxes. When you buy a new outfit you pay taxes, when you buy a new car you pay taxes. You pay taxes on just about everything you buy.
