It means he has lived through the tough times of learning how to be a corrupt Chicago politician. Has lived through it and earned his "corrupt wing".
Don't get me wrong it is not just a Democratic thing, Republican, Independent, Libertarian as well.
Chicago breeds and nurtures corruption in politics like only one other place.
The place starts with WASHING and ends with TON.

"Chicago Tough" is a little like "New York Tough".
Except that the NY kind is no-nonsense all-business tough.
The Chicago kind has lots of layers. It's takes longer to make. It's a little spicier, but never showy like Miami tough.
It's a unique kind of American tough you can't find nowheres else.
You got a problem with that?

Blue-collar (work hard), die-hard loyalty and a man who is good by his word and backs it up with a look in your eyes and a firm handshake. Its what Chicago has always been about and why we like it here.
