Circulation could be restrictive or in general. For example, a circulation maybe made restrictive to managerial level or for all staff members in general.
You can make a copy of this and attach the circulation list if restricted to specific staff members for signing or just a general circulation for information. Perhaps, you have to check with the company's policy, if any.
