The reason that the color didn't work and the highlights is because they are two completely different things. The product that is put in your foils for highlights is essentially bleach...of course it's not the kind you find under your kitchen sink but you get the idea. Highlighting "bleach" or lightener, is used to remove pigment from the hair, kind of like regular bleach can put white spots on a brown shirt.
As for color, that's a totally different creature. While you can get a lighter hair color, if you are using box color from the drugstore, it's very difficult to do, especially on red hair. One thing to remember with red hair (whether natural or dyed) is that it is THE strongest color pigment of all hair colors. This means it really holds onto your hair, which can make it difficult to make it lighter.
The odds of you getting your hair light blonde with just color are extremely slim. However, heavy foils (ask for a full foil, but beware, it will be pricey) should do the trick. The only thing to remember when you go that extreme of a difference is that you see your roots in a much shorter time then if you were to just get a few highlights. And you will have a lot more upkeep and spending a lot more money.
Lastly, why would you darken your eyebrows if they are already blondish?
