    Not sure on details but I'd check Herodotus' Histories...

    I'd say the most common ancient corruption was bribery...

    Look at the empires of the ancient middle east, Babylonia, Media and Persia...

    being far wealthier then the surrounding nations they often turned foreign officials, national leaders, generals through bribery to further their own empires.
