Under what conditions are a car models MPG tested?

Do they test it under typical driving circumstances, or is it going all-out economical with no A/C and such?

    It si supposed to be "Average " conditions but the manufacturers are going to do it in ideal conditions that is a flat road at a sustained speed with nothing to get in the way ans on a good day with not too much wind resistance and of coarse there will be 2 average passengers of average weight and all the tires will be at the optimal pressure. In other words if you really want to know how much a cr does to the gallon ask some one who has driven that model for a while.
