Is Clear Rate telephone service a good company?

Always stick to the big dogs when all you want is a standard phone line. The big dogs: AT&T, Verizon, Qwest. Clear Rate sounds like a CLEC (Competitive Local Exchange Company). A CLEC is just a middle-man that resells the big dog's phone service, which is purchased at a wholesale rate, to keep the net profit. If you have a problem with your phone service, the big dog will be the one that rolls a truck out to your home to fix it.
