Should the 700 billion go to save the bankers or the homeowners?

Bush is proposing a 700 billion bill to save the banks.
Should that money go to the banks , or would it be better if it was used to save the homeowners ?

Justify your answers. What are the advantages , disadvantages and risks ?

What do you think the founding fathers would do ?
Update: 1. I am assuming that behind a defaulted morgage there is a "homeowner" who might be willing to keep his/her home given some financial support.
Update 2: 2. At an average price of $ 350,000 the bill equals 2 million homeowners.
Update 3: 3. Neither is not acceptable . Doing nothing will turn the CDS ( credit default swaps ) into a nightmare worse than the '29 crisis.
