Japanese-English translation help?

Can some one check this Japanese-English translation and see if it's correct?

"Tom writes in English pretty good and Tom writes and understands Japanese. Which had better kana?"

The actual translation of the Japanese sentence is

"I don't know whether to write in English or in Japanese to Tom"

I don't know which should be better for Tom to send a letter either in English or Japanese. Which is better do you think?

(In case I is actually subject in the Japanese text.)

Tom is not supposed to be able to decide whether to write in English or Japanese. What do you think which better he will choose?
