    Contrary to the post above me, E-4 in the Army is typically NOT an NCO. E-4 (Specialist) is the rank in the Army with the most members. It is the highest rank possible to achieve with just time in service. At that rank, you are held in a higher regard than all of the privates (E-1 through E-3) and are expected to know a little about what you are doing, but as a non-NCO, you are still grouped with the privates, generally. So while being a Specialist is a step up from being a Private, it is still not the rank to sit on for a long time. Promotion to Corporal (A lateral promotion- they have the same paygrade) is not very common, but is done. This is when a Specialist is doing the job of a Sergeant but has not been to the promotion board yet. In this case, the Corporal will not be grouped with the privates, but will be grouped with the Sergeants, though the Corporal will have the least respect and say when with other NCO's. In either case, E-4 is definately the best of the initial ranks, and is a great rank to get to, but it is also the best rank to get promoted FROM because the step from Specialist to Sergeant is much bigger than PFC to Specialist.

    Political federalism is a political philosophy in which a group of members are bound together with a governing representative head.

    'Democracy' is a form of government in which the supreme power is held completely by the people under a free electoral system.

    Better ask your teacher what he means by democracy.

    It's really NOT a catchall phrase for 'freedom' in spite of what the left would have you believe.
