Knowledge is historical?

What does it mean to claim that knowledge is historical?

    I think that refers to accumulated knowledge that is passed

    on from generation to generation. Mankind doesn't start over

    every year and learned experience can be brought forward.

    You learn in the present but when you accept that, you are already in the future, so what you learned, is now in the past (historical).
