A boy. In the Elmo's world movies the song goes "na na na na na na na na Elmo's World x2 Elmo loves HIS goldfish his crayons too" something like that but he is a boy.

Lol, definitely a boy. I bought my daughter the Elmo potty training book where Elmo is potty training Baby David. It's adorable, and at the end, he's wearing little boy underwear with rocket ships on them.
