Human resource management strategies

Business strategy determines how a firm competes in a given business. Firms select business strategies in accordance both with evaluations they make about the environment in which they wish to compete and the resources available within the firm. In order to develop and implement a business strategy, however, it is necessary to break it down into its various components or to develop functional strategies. These functional strategies are further decomposed into policies which, when implemented, become practice.

Policies can be thought of as decision rules. They are procedures that organization members are expected to follow. Practices, on the other hand, are less formal than policies and can be thought of as the actual decisions taken by organization members. Practices thus reflect those procedures that are actually carried out. In the international context, for example, a MNE may have a worldwide policy of equitable pay schemes for all of its employees, but how that policy is translated locally can vary from country to country. Thus, for a single firm, practices may differ across countries while the policy remains consistent.

Our framework predicts that if a firm’s strategy is congruent with the external environment, firm performance will be higher than if its strategy does not match the environment. However, consistency between a plan (strategy) and the external environment is only a first step. It does not directly predict firm performance. Rather, firm performance is determined by the application of the plan, through the implementation of functional policies, including those contained in a HRM strategy.
