You can try AIM chat rooms. They have chat rooms by location you might want to try those. Otherwise you could try non-romance chat rooms on Yahoo, like the regional rooms or rooms on other themes, they have many different types of room not all of them are for people looking for dates.

You could also try those rooms http://freechatrooms.blogspot.com/2008/04/free-eng...

they are simple IRC rooms , they don't even have webcam, I've used them people are friendly so that might be what you're looking for. Also you might want to try ICQ chat rooms maybe or even myspace chat rooms are an option.

My advice is to try as many rooms as possible and see where you feel the most comfortable.

    Good luck.

    Couple places come to mind:

http://meglobe.com/ - IM with language translation in 15 different languages, I've made friends with people all over the world. Italy, Spain etc

http://meebo.com/ - Some decent chat rooms once in a while.

If you don't mind reading countless messages scrolling on your screen, you can try mIRC. You can download this program and there are countless of "rooms" where you can have a conversation with anyone.
