how can a father allow his five yr old daughter to shoot 18 mth old brother in head with a airgun?

a story was published recently stating that a father was meant to be looking after his two children when his five year old daughter managed to somehow get hold of her fathers airgun??? and shoot her brother in the head the 18 month old boy died in birmingham hospital because of this, how is it that the police concluded the case as a "tragic accident", rather than punishing the father for inadequetely supervising his children?

    That is stupid that they didn't charge him with child endangerment. Did they at least take the little girl out of his custody?

    I hope they get the girl appropriate counceling, she is going to grow up with the guilt of killing her brother.

    Because it is not a pre-meditated crime, if he had put the gun in her hand and told her to shoot him it would be different and they would prosecute. He allowed himself to become distracted while caring for his children and it ended in tragedy and he will have to pay for it the rest of his life, got no sympathy for him because he shouldn't have had the gun out while the kids were there, I only feel sorry for that baby and the sister and mum.
