I've been a regular visitor to Tenerife for 14 years and have found that yes, it is better to change your money in Tenerife but overall the savings aren't huge.
A friend who works at a bureau de change and excursion shop tells me the most cost effective way of changing money is to actually bring pound sterling bank notes and change them into Euro notes... not that I actually do that myself.
I just take my ATM card for convenience. The Spanish banks make no charge for using their cash machines but my bank (Nat West) do make additional charges for the foreign exchange. Due to this it is best to make a few large withdrawals than lots of daily small ones.

I would say yes. I've always had a better exchange rate in Tenerife so always take money over with me. Take a look at the following links for more information.

You can use ATM's all over the world, so its safer than taking lots of cash. However you may be charged by your bank for using them.
As far as charges its all swings and roundabouts...they get you whatever you do
