Where do I find graphs for the changing orbital velocity of the earth with changing polar angle made?

You won't. Changing the angle of the axis of rotation of the Earth relative to it's elliptical orbit will have zero effect on the linear velocity of the Earth as it travels around the Sun.
If you turn a bicycle to the left, how much faster will you go (relative to your current velocity) depending upon how far you deflect the wheel from straight?
