No! 650 Saudi Riyal is way to less. Even though electricity, accommodation and medical is provided, you still need cash for grocery, transportation, schooling, living and so on. Even a bachelor will struggle and you are talking about a family for 3! You at least need basic of 5000 Riyal with these facilities.
