In a general sense, no. Most teenages are worthless drivers (including myself as a teenager)

In a legal sense, it depends on the state. Most states allow you to get a learners permit at 15 and a drivers license at 16 if you take a state supported drivers education course. If not you have to wait till you are 18 and take the written and driving course at the DPS office.
