Is it true that 99 percent of dogs can't speak English?

If so what is the primary language that dogs speak?

    No dog can speak English.

    Dogs don't understand human languages.

They understand that certain sounds put together mean different things.

You could use "chair" or "fish" or "blugrubbah" (which isn't a word, I just made it up) as the command to tell your dog to sit and the dog wouldn't know any difference.

Most dogs speak "dog", never known one to speak English, although I have known several that "understood" English very well....
