It was part of an advertising commerical jingle that originated from the manufacturer of a men's hair product called Brylcreem. It was made at County Chemicals at the Chemico Works in Birmingham England, distributed in the U.S., Europe & Canada.
Here's the Brylcreem commercial with the jingle
Brylcream, Brylcream, Brylcream
Brylcream, a little dab will do ya
Brylcream, you'll look so debonaire
Brylcream, the gals will all pursue ya
They'll love to get their fingers in your hairSource(s): http://en.wikipedia.org/wiki/Brylcreem

Jack Nicholson in 'One Flew Over the Cuckoo's Nest' quips "A little dab'll do ya" as the medics are rubbing the contact grease onto his head. The contacts take the electrodes which administer the electric shock treatment to the brain.

From Brylcreem, a popular men's hair product of the 50's and 60's. The TV ad for it contained that slogan.

From Chicago advertising exec C. Stuart Siebert. To increase sales, it was followed up with "Are you a one dab man or a two dab man?"
