Why doesn't the UK have an Olympic Football team?

Surely if the FA or FIFA doesn't allow professionals from the leagues to participate then why can't the UK have a volunteer UK Football team made up from non professional players.

the reason why England is not competing in the football competition in the Olympics is because it is somewhat political. technically, the IOC only recognized Great Britain. and we all know, Great Britain comprised England, Scotland, Wales and Northern Ireland. but these four nations have separate international identities within FIFA and there lies a big problem since Scotland, Wales and Northern Ireland are not IOC registered nations. Producing a single team for the Olympics may lead to calls for the UK's special four-team status to be abolished altogether. thats why England national soccer team has no participation in the Olympics since 1972.
