How are Colleges and Universities chosen for the "top" listing?

I just wanted to know what specific qualities does a investigator look for when they make the top 100 or 200 college/university list. So many people refer to listings like these, but how is it chosen? Graduation rate? Reputation? Winning stats in academic or athletic competitions? End Result quality? What is it?

It really depends on who is doing the ranking. Here's the FAQ from US News and World report about their college rankings.

To the best of my knowledge, theirs is the most widely used college ranking.

But keep in mind that just because a school doesn't make this or that list, doesn't mean they don't provide a quality education.
