when somebody says thats out of the question what does that mean?

    It's non-negotiable. For example, if an eight-year-old girl were to ask her mother for a cell phone, her reply should be "out of the question".

    Well if you ask him/her out on a second date, it either means definitely or no way... Just depends how the date went and her attitude when she said it

    "there is no way this is going to happen" so if going swimming is out of the question, the speaker is definately NOT going to go swimming
