A1: 首先 determined 與 is determined不是主動與被動的差別.
第一句的 determined 在此是主動沒錯, 意思是 "決定 (decide)" 但是在此是過去式的用法 (-ed). 此句 "He determined to learn Spanish." 意思是 "他已決定學西班牙語".
第二句 He is determined to learn Spanish. 裡面的 "determined" 則是當作形容詞 , 意思是 "堅決的". 全句翻譯成 "他堅決要學英文." 而且是現在簡單式的表達方式.
A2: 要知道 determine 與 determined的區別, 首先你得了解, 這兩個字的區別不是主動和被動. 而是動詞語形容詞.
- determine 動詞, 用法就是 + to V. 現在式用determine, 過去式用determined. 想簡單一點, 你可把它當成另一個簡單的字 "decide", 例如:

要說就應該把 determined 換成 decided 或其他慣用詞

上面是我猜得......

但加了is
He is determined to learn Spanish.
就有加強語言的意思
雖然意思是一樣的
就像
"我下定決心要減肥!"
和
"我已經下定決心要減肥!"
第2句給人的感覺就較強烈.
