Some kind of craft is always good. Like showing them how to bake up a batch of Playdough, then building things out of it.

I think you might think this is a crazy idea but go get a Gameboy Advance and buy some cheap+rated C games or rated E game.

You could play hide and seek, tag, or freeze tag. You could also play board games.

nail polish, if you think there won't be a mess. do something girly that they will both be able to do. board games? they might already have stuff planned.
