If your "noisy" air-conditioner is a traditional one, you may add a piece of polystyrene (about 1 inch thick is okay) under the base of the air-conditioner to reduce the noise.

Every object has its own natural frequency. Now, the air-conditioner is at its own natural frequency, so resonance occurs and you can hear the noise, though it is very annoying.

Adding the polystyrene can alter the natural frequency of the air-conditioner. Now, the driving force in the air-conditioner does not match the natural frequency of it. So, resonance does not occur and hence the noise is reduced.
