it is very convoluted, the postal service was sold some years ago to a private company, but the Federal govt. still has their fingers in the pie somehow.

Postal Employees are considered Federal Employees. Although some agencies do not recognize it (i.e. Federal Employees Credit Union) We are still a separate entity from the Federal Government and operate as a corporation. In other words, all revenue for the postal service comes from mailing services. No tax money is used to support the postal service.

Neither. It is a private company that is quasi-federal.

I'm not sure they are either. Mail is federal, but not the couriers.
