Hertz experiment concerns with the emission and reception of electromagnetic waves (EM waves).
EM waves consist of vibrating electric and magnetic field components, the plane of vibrations of the electric component, magnetic component and the propagation direction of the wave are mutually perpendicular.
Thus electric field vibration can be at any direction in its own plane, so as the magnetic field vibrations. These are unpolarized EM waves.
The wave can be made polarized, i.e. to retain electric field vibration in a single predetermined direction by eliminating vibrations in other directions. Such kind of wave is polarized wave.
EM wave produced in Hertz experiment is unpolarized.
Light, being a form of EM wave, is unpolarized. It can be made to become polarized by passing through a piece of polaroid (which is a kind of crystal), forming polarized light.
