my sisters quince is coming up and i need to find a dress for it. i dont want it to look too formal, but formal enough.and i want a short one...im so lost

Betsey Johnson makes some cute and super duper cheap dresses that are pretty cute. Check out her website. If you're willing to spend a good amount of money, I really like this one:

Windsor, dillards, macy, ross. i know that some ross store are kind of messy and stuff, but you can be wearing one of the most prettiest dresses for really cheap.

i a semi-formal for $15, everyone loved it!
