neither, they land at the same time.
neglecting winds and time zones.
Earth's rotation has nothing to do with it, as the earth's atmosphere rotates with it.

The would arrive the same time if they both took equal mileage routes. The earths rotation has no effect because the air the planes fly in is rotating right along with the earth.
