Roman offers you his cab service at something like 70% friendship (or respect? haven't played it in a while), so just take him out round bars and things by ringing him up. If you're on foot cabs are generally spawned near you. If you are on an xbox360, tap left bumper and he'll hail the closest cab which will eventually pull over. Then hold Y to enter as a passenger (remember to hold). In case you're curious, theres a number on the inside of a taxi which gives you a number for the taxi service, it doesn't work if you put it into your phone.
