    Apparently George Washington believed that moral corruption and decline in a society takes that society down a road which makes it more susceptible to socialism or possibly for dictatorship.

    My comprehension of it is that it means Arbritrary power, which means choices and action are done on a whim, is easy to get when liberty has been threated.

    Example: Like Obama can be President easier, even though he doesn't know what he is doing, because of Bush's damage being done to our country.

    I'm don't know who said it but it means that power is easily gained from those whom demoralize liberty.
