Write to your country's embassy in Washington, DC.
Write to US State Department in Washington, DC.
Go to library. Ask for a list of your city's Congress persons and Senators. Write to them.
Look under "attorneys" and "citizenship" in yellow pages. One of them will give cheap advice.

You need to contact the USCIS Service Center where you filed the I-130's and the National Visa Center. They will upgrade your petitions, not the consulate or embassy.
You do not need to refile.
Your children are not US citizens because they were not in the US as immigrants at the time you became naturalized.
