What is "Technical Accounting"?
What exactly does that phrase mean?

First, it would be better to differentiate technical accounting from clerical accounting. Clerical is easier to define. Clerical accounting is when you are doing mostly bookkeeping. The accounting system is set up and operating, and the accountant is putting the numbers in the right place (hopefully).
Technical accounting is when the accountant is doing more, especially setting up the accounting system. The technical accountant is working to develop and/or improve the system, not just using the system. Do you see the difference there?
Finally, the technical accountant also deals with concepts like benchmarks and best practices. In a business workplace, a company may have some bookkeepers. A few bookkeepers may have a boss in their department, this would be a clerical accountant. Then there may be a few departments, and all of those clerical accountants would have a technical accountant overseeing them. The scenario is weak. It also depends on your state laws. Some states will not recognize rape when it involves spouses. In this case, the wife would need to file to complaint, submit to a rape kit, and give a statement or testimony regarding the issue. In this case the wife does neither, case close no matter what. Chances are the police may investigate the complaint simply because domestic violence is so rampant these days, however the second your wife says she was cool with it the police will leave. Generally these days people do all sorts of weird and crazy crap in the privacy of their own bedroom. Your best bet is to check with your state and local laws to see what their guidelines are regarding this. Keep in mind that even today, some states even have laws against sodomy, oral sex, and even any other sexual position other than the missionary position.
