What is the best way to develop an online portal?

I`m working as an intern for a non-profit organization in Honduras taht builds libraries. They need me to build an online portal so that library goers can communicate with each other. People need to be able to blog, discuss, upload videos and photos, etc. I know xhtml, css, joomla!, and photoshop but can learn any new program. What is the best program to use to develop this portal?

I need to be pointed in the right direction, so any advice is much appreciated!

    If you need to build an online portal it would depend on the needs of the site as well as the average user load e.g. For a large corporate site i would advise a CMS like Joomla on the other hand for a site where the traffic may be average or smaller i would advise what i personally consider to be easier to setup/use/ modify, Xoops. They both can be found at http://www.joomla.org/ and http://www.xoops.com/ respectively. Other than the systems you said you were familiar with it would be a plus to learn at least some php as well as mySQL as you would need at least the mySQL to install either xoops or joomla.     Hi Dayana:

    If you are building the portal for community, I would recommend Drupal. Drupal has good blog, commenting system in place.

    If your portal is information rich, I would recommend Joomla.
