Not sure what the comment about Portland having such crime and then listing Vancouver, WA as the safe choice. Hate to break it to you, but Vancouver, WA has a higher crime rate then Portland as a whole. Doesn't seem that way because Portland has roughly five times as many people than Vancouver.
However, the quickest way I can think to get on the bad side of Portland people is to be from Cali, live in Vancouver, be a minority, wear a fur coat, drive a Hummer/sports car, and love chain stores/fast food/the mall. People would chase you out of town with torches and pitchforks.
To answer your question you must:
1. Love or at least tolerate rain & gloomy days. If it is raining you can't think twice about changing your plans, go out in the rain. Can you handle 9 months of rain for 3 perfect months?
2. Enjoy reading, watching movies, seeing local shows, obscure music, riding a bike, protesting, doing stuff outdoors, going for a microbrew/coffee. Chances are some or many of your school friends will be from the area. That's the sort of thing Portland/Oregon people like to do. There are tons of strip clubs and people think nothing about going so you can't be a prude.
3. Be liberal and/or a hippie and/or a save the world type and/or an atheist and/or a weird person
After a year (or just one Portland winter) you'll either love or hate the City.
