My command prompt does not work?

Whenever i try a command in command prompt it never works, i will use 'ipconfig' as an example:

"'ipconfig' is not recognized as an internal or external command, operable program or batch file"

It does this with most commands. I don't know what is wrong. I have tried cmd.exe and command.com but there is no difference. I would be grateful if someone could help me.

    Check your PATH environmental variable. Type "set PATH" into the command prompt. This is an internal command, so it must work. Check if C:\Windows\ and C:\Windows\system32 is on the list. If not, try to restore your PATH variable! If it's urgent, type "set PATH=%PATH%;%windir%\;%windir%\system32\"

    It seems to be an interesting problem anyway. PLEASE contact me, if you can't find a solution, and we'll think something out together.

    Clean out your computer. There are bugs and virus that would stop from your command prompt from working.

    first check which os ur using then go to control panel & rectify the rights of the user...
