Is there a place in California where you can camp out and jetski, in warm waters? Somewhere near the valley preferably.

Lots of them. Type in folsome lake campgrounds and jet skiing.

Donner Lake East of Sacramento in the Sierras near Truckee

Don Pedro 39 miles east of Stockton. 209-852-2396 for reservations, however they have campgrounds where you don't need reservations, but thet might be full. Good luck, have fun.
